RESOLVE UGANDA #13

It’s not often that I’m taken by surprise at the effectiveness of our grassroots activism. Of course, I know that ordinary citizens have been at the heart of every successful campaign to motivate our leaders to take action for a lasting resolution to this conflict. It’s just that progress is often painstakingly slow, and measurable victories few and far between. But this week the efforts of hundreds of people across the country who met with or called their Congressional representatives resulted in unprecedented progress towards convincing President Obama to make stopping LRA violence and helping rebuild northern Uganda a priority. Here’s what we accomplished:

  • In addition to approving the bill, the Senate committee made several key changes to the bill, strengthening its twin aims of helping stop LRA rebel violence in central Africa and helping affected communities recover.
  • The new cosponsors include Senator Harry Reid, the Senate majority leader; Senator John Kerry, the chair of the Foreign Relations Committee; and Senator James Inhofe, a long-standing Senate champion on Africa.

But we can’t rest on our laurels. This week’s news update shows that the urgency of US action to help resolve this conflict is as great as ever.

International Community

  • The UN Security Council issued a statement this week condemning LRA attacks in central Africa and calling on UN peacekeeping missions in the region to coordinate strategies to protect civilians from rebel raids. The statement also called on regional militaries to ensure operations against the LRA include appropriate measures to protect civilians and respect international humanitarian and human rights law.
  • Senators Russ Feingold and Sam Brownback, the original cosponsors of the LRA/N. Uganda bill, issued statements highlighting the Senate Foreign Relations Committee’s decision to approve the legislation. Senator James Inhofe, a new cosponsor this week, also gave a speech on the floor of the Senate in support of the bill.
  • Ten Senators and seven Representatives cosponsored the legislation this week, including two Republican members of the Senate Africa subcommittee. The bill now has 39 cosponsors in the Senate and 132 in the House.
